The Constitution
of
The Global Council for Political Renewal (GCPR)
This constitution provides a framework for the purposes, activities, functions, membership, organs, and other issues necessary for the functioning of the organization.
PREAMBLE
The political leaders from across the world who attended the first virtual conference on the 31st of March and the 1st of April 2022 recognize that there is a need to promote cooperation between politicians at all levels around the globe. Consequently, they have adopted the resolution on the 31st of March 2022 to hereby establish an independent global organization, hereinafter called the Global Council for Political Renewal, or GCPR in short, and accept this constitution.
PURPOSES AND FUNCTIONS
Article 1
1. The purposes of the GCPR are to promote:
a. Cooperation between politicians at all levels across the world.
b. A high standard of ethics and civic discourse in political life.
c. Global peace and justice.
2. To advance its purposes, the primary functions of the GCPR shall be to promote:
a. Ethics in politics through raising awareness.
b. Human rights and relieve human suffering through engagement.
c. Social, environmental, and economic justice through policy dialogue.
d. Global peace through diplomacy.
e. Human development through research, education, and training.
3. To advance its purposes and carry out its functions, the GCPR shall cooperate with national/regional/local governments and private or public organizations/agencies.
MEMBERSHIP
Article 2
1. The membership of the organization shall be open to any member of a political party in any country or region of the world.
2. Every member shall strive to advance the purposes of the GCPR and comply with the constitution.
3. Any membership may be approved/withdrawn/cancelled/suspended/reinstated by the Executive Council or any authorized person/committee on behalf of the Executive Council. The Executive Council shall determine the procedural rules that will be approved by the President of the Global Council on behalf of the members of the Global Council.
4. A member’s voting right shall be considered as vested in any member of his/her respective legislature who shall represent him/her in the Global Council.
5. A member may participate in the annual meeting/conference and engage in policy dialogues.
ORGANS
Article 3
The organs of the GCPR are the Global Council, the Executive Council, the Council for Ethics in Politics, the Council for Human Rights and Relief, the Council for Environment and Equitable Development, the Council for Global Peace, the Council for Research and Development, the Advisory Council, and the Secretariat.
THE GLOBAL COUNCIL
Article 4
1. The Global Council is the main representative organ of the GCPR.
2. The primary functions of the Global Council are to:
a. Determine, scrutinize and review the policies, budget, accounts, programmes, activities, and impact of the GCPR.
b. Review, approve and direct the activities of the Executive Council.
c. Take any appropriate actions to advance the purposes of the GCPR.
3. Any member of a legislature (national/regional/local) of any country or territory is eligible to become a member of the Global Council.
4. Each member of the Global Council shall have one vote. The decisions of the Global Council shall be made by the majority of the votes.
5. The Global Council shall elect a President and two Vice-Presidents for a period of three years. The Global Council shall determine its rules of procedure.
6. The Global Council shall meet annually. The Global Council shall also meet at the request of one-third of its members or the President of the Global Council or the Secretary-General of the GCPR in special circumstances.
7. The Global Council delegates its power and responsibility for advancing the purposes of the GCPR to the Executive Council.
THE EXECUTIVE COUNCIL
Article 5
1. The Executive Council shall act on behalf of the Global Council to advance the purposes of the GCPR.
2. The key functions of the Executive Council are to:
a. Submit an annual report of policies, budget, accounts, programmes, activities, and impact to the Global Council.
b. Review, approve and direct the activities of any organs of the GCPR on behalf of the Global Council.
c. Take any appropriate actions on behalf of the Global Council to advance the purposes of the GCPR.
3. The Executive Council shall consist of 15 members. The Global Council shall elect ten members, who will select the remaining five members from the general membership of the GCPR (including the members of the Global Council) for a period of three years. Throughout that selection process, due consideration must be given to the requirements of diversity, integrity, skills, impact, and commitment. Only one member can be elected or selected from any country. For the first term, the founding members of the organization may select all members of the Executive Council.
4. Each member of the Executive Council shall have one vote. The decisions of the Executive Council shall be made by the majority of the votes.
5. The Executive Council shall elect a Chair and two Vice-Chairs. The Executive Council shall determine its rules of procedure.
6. The Executive Council shall meet once every six months. The Executive Council shall also meet at the request of eight members or the Chair of the Executive Council or the Secretary-General of the GCPR in special circumstances.
7. The Executive Council shall nominate the Secretary-General and the members of the Advisory Council, the Council for Ethics in Politics, the Council for Human Rights and Relief, the Council for Environment and Equitable Development, the Council for Global Peace, and the Council for Research and Development with due consideration to the requirements of diversity, integrity, skills, impact, and commitment. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
THE COUNCIL FOR ETHICS IN POLITICS
Article 6
1. The primary responsibility of the Council for Ethics in Politics is to promote ethics in politics by raising awareness.
2. The key functions of the Council for Ethics in Politics are to:
a. Make or initiate studies and reports and offer recommendations to the Executive Council, the Global Council, or any national/regional/local governments and private or public organizations/agencies concerned.
b. Organize national/international conferences/seminars/events to advance its purpose.
c. Take any appropriate actions to promote a high standard of ethics and civic discourse in political life.
3. The Council for Ethics in Politics shall consist of 11 members. The Executive Council shall nominate the members of the Council for Ethics in Politics for a period of three years. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
4. Each member of the Council for Ethics in Politics shall have one vote. The decisions of the Council for Ethics in Politics shall be made by the majority of the votes.
5. The Council for Ethics in Politics shall elect a Chair and two Vice-Chairs. The Council for Ethics in Politics shall determine its rules of procedure.
6. The Council for Ethics in Politics shall meet once every three months. The Council shall also meet at the request of six members or the Chair of the Council or the Secretary-General of the GCPR in special circumstances.
7. The Council for Ethics in Politics shall report to the Global Council and the Executive Council.
THE COUNCIL FOR HUMAN RIGHTS AND RELIEF
Article 7
1. The primary responsibility of the Council for Human Rights and Relief is to promote human rights and relieve human suffering through engagement.
2. The key functions of the Council for Human Rights and Relief are to:
a. Make or initiate studies and reports and offer recommendations to the Executive Council, the Global Council, or any national/regional/local governments and private or public organizations/agencies concerned.
b. Organize national/international conferences/seminars/events to advance its purpose.
c. Take any appropriate actions to promote human rights and relieve human suffering.
3. The Council for Human Rights and Relief shall consist of 11 members. The Executive Council shall nominate the members of the Council for Human Rights and Relief for a period of three years. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
4. Each member of the Council for Human Rights and Relief shall have one vote. The decisions of the Council for Human Rights and Relief shall be made by the majority of the votes.
5. The Council for Human Rights and Relief shall elect a Chair and two Vice-Chairs. The Council shall determine its rules of procedure.
6. The Council for Human Rights and Relief shall meet once every three months. The Council shall also meet at the request of six members or the Chair of the Council or the Secretary-General of the GCPR in special circumstances.
7. The Council for Human Rights and Relief shall report to the Global Council and the Executive Council.
THE COUNCIL FOR ENVIRONMENT AND EQUITABLE DEVELOPMENT
Article 8
1. The primary responsibility of the Council for Environment and Equitable Development is to promote social, environmental, and economic justice through policy dialogue.
2. The key functions of the Council for Environment and Equitable Development are to:
a. Make or initiate studies and reports and offer policy recommendations to the Executive Council, the Global Council, or any national/regional/local governments and private or public organizations/agencies concerned.
b. Organize policy dialogues to advance its purpose.
c. Take any appropriate actions to protect the environment and promote equitable development.
3. The Council for Environment and Equitable Development shall consist of 11 members. The Executive Council shall nominate the members of the Council for Environment and Equitable Development for a period of three years. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
4. Each member of the Council for Environment and Equitable Development shall have one vote. The decisions of the Council for Environment and Equitable Development shall be made by the majority of the votes.
5. The Council for Environment and Equitable Development shall elect a Chair and two Vice-Chairs. The Council shall determine its own rules of procedure.
6. The Council for Environment and Equitable Development shall meet once every three months. The Council shall also meet at the request of six members or the Chair of the Council or the Secretary-General of the GCPR in special circumstances.
7. The Council for Environment and Equitable Development shall report to the Global Council and the Executive Council.
THE COUNCIL FOR GLOBAL PEACE
Article 9
1. The primary responsibility of the Council for Global Peace is to promote global peace through diplomacy.
2. The key functions of the Council for Global Peace are to:
a. Make or initiate studies and reports and offer recommendations to the Executive Council, the Global Council, or any national/regional/local governments and private or public organizations/agencies concerned.
b. Organize national/international conferences/seminars/dialogues to advance its purpose.
c. Take any appropriate actions to promote global peace.
3. The Council for Global Peace shall consist of 11 members. The Executive Council shall nominate the members of the Council for Global Peace for a period of three years. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
4. Each member of the Council for Global Peace shall have one vote. The decisions of the Council for Global Peace shall be made by the majority of the votes.
5. The Council for Global Peace shall elect a Chair and two Vice-Chairs. The Council shall determine its own rules of procedure.
6. The Council for Global Peace shall meet once every three months. The Council shall also meet at the request of six members or the Chair of the Council or the Secretary-General of the GCPR in special circumstances.
7. The Council for Global Peace shall report to the Global Council and the Executive Council.
THE COUNCIL FOR EDUCATION AND RESEARCH
Article 10
1. The primary responsibility of the Council for Education and Research is to advance human development through research, education, and training.
2. The key functions of the Council for Education and Research are to:
a. Make or initiate studies and reports and offer recommendations to the Executive Council, the Global Council, or any national/regional/local governments and private or public organizations/agencies concerned.
b. Organize national/international conferences/seminars/events and organize education and training programmes to advance its purpose.
c. Take any appropriate actions to advance human development.
3. The Council for Education and Research shall consist of 11 members. The Executive Council shall nominate the members of the Council for Education and Research for a period of three years. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
4. Each member of the Council for Education and Research shall have one vote. The decisions of the Council for Education and Research shall be made by the majority of the votes.
5. The Council for Education and Research shall elect a Chair and two Vice-Chairs. The Council shall determine its own rules of procedure.
6. The Council for Education and Research shall meet once every three months. The Council shall also meet at the request of six members or the Chair of the Council or the Secretary-General of the GCPR in special circumstances.
7. The Council for Education and Research shall report to the Global Council and the Executive Council.
THE ADVISORY COUNCIL
Article 11
1. The Advisory Council acts in an advisory role to the Executive Council.
2. The key functions of the Advisory Council are to:
a. Provide valuable knowledge, expertise, and appreciation of matters within their specialisms and regions to the Executive Council.
b. Offer inputs into the strategy, policy, and future direction of the GCPR.
c. Give judicious advice, from a neutral/balanced perspective, to advance the purpose of the GCPR.
3. The Advisory Council shall consist of five members.
4. The Executive Council shall nominate the members of the Advisory Council for a period of three years. The President of the Global Council shall approve the nominations on behalf of the members of the Global Council.
5. The nomination of the members of the Advisory Council shall be made with due consideration to diversity, integrity, skills, impact, and commitment.
6. The members of the Advisory Council shall be present at all meetings of the Executive Council.
7. The members of the Advisory Council may participate in the discussions at such meetings but shall have no vote.
THE SECRETARIAT
Article 12
1. The Secretariat shall comprise a Secretary-General, a Deputy Secretary-General, an Academic and Civic Leadership Council (ACLC), and such staff as determined by the Secretary-General.
2. The key functions of the Secretariat are to:
a. Provide for the execution of the decisions of the Global Council, the Executive Council, the Council for Ethics in Politics, the Council for Human Rights and Relief, the Council for Environment and Equitable Development, the Council for Global Peace, and the Council for Research and Development.
b. Prepare proposals, reports, budgets, accounts, programmes, and activities for the consideration of any organs of the GCPR.
c. Develop and maintain internal and external relationships to advance the purposes of the GCPR.
3. The Secretary-General shall be present or be represented by another designated official at the meetings of the Global Council, the Executive Council, the Council for Ethics in Politics, the Council for Human Rights and Relief, the Council for Environment and Equitable Development, the Council for Global Peace, and the Council for Research and Development. The Secretary-General or his/her representative may participate in the discussions but shall have no vote.
4. The Executive Council shall nominate the Secretary-General for a period of five years. The President of the Global Council shall approve the nomination on behalf of the members of the Global Council.
5. The nomination of the Secretary-General and other staff shall be made with due consideration to diversity, integrity, skills, impact, and commitment.
6. The Secretary-General shall appoint the Deputy Secretary-General, members of the Academic and Civic Leadership Council (ACLC), and the staff of the Secretariat according to the policy adopted by the Global Council and the Executive Council.
7. The Secretary-General shall report to the Global Council and the Executive Council. The Secretary-General shall perform his/her duties and the executive functions of the GCPR in accordance with the Constitution and the policies and decisions of the Global Council and the Executive Council.
MISCELLANEOUS
Article 13
The Global Council shall determine the legal status, capacity, and location of the GCPR.
Article 14
The activities and functions of the GCPR shall be financed primarily by:
1. Contributions from members.
2. Contributions from national/regional/local governments, national/international organizations, and other governmental or non-governmental entities or individuals.
3. Income from the sale of goods and services to national/regional/local governments, national/international organizations, and other governmental or non-governmental entities or individuals.
Article 15
1. Amendments to the constitution of the GCPR shall come into force when adopted by two-thirds of the members of the Executive Council and by two-thirds of the members of the Global Council.
2. Any dispute concerning the interpretation or application of the Constitution that is not settled by negotiation or a two-third majority vote of the Executive Council shall be referred to the Global Council and settled by a two-third majority vote of the Global Council.
3. The Global Council may, by a three-quarter majority vote of its members, decide to dissolve the GCPR.
